The Estonian Government has published a draft proposal for a platform work law which platforms and unions have responded to with their input. The consultation stage closed at the end of March 2026.

The Estonian Trade Union Confederation (EAKL) has been critical of the draft proposal when it comes to joint and several liability, as this only applies in the absence of an agreement. 

“Ensuring the rights of platform workers should not depend on how the platform and the intermediary have divided responsibility between themselves,” Kaia Vask, from EAKL, said. “Therefore, the law should clearly stipulate that, where necessary, a platform worker has the right to file a claim against both.”
