Two bills have been put out for public consultation, with the deadline to give views and comments on the drafts ending on September 24.

The first bill amends the Social Insurance Law, while the second advances the enactment of a new law to implement the directive—specifically, the Law on the Regulation of Working Conditions for Platform Workers of 2026.

The amendment to the Social Insurance Law states that: “any contractual relationship between a digital labour platform and a person performing platform work via said platform shall be legally presumed to constitute an employer-employee relationship when factual circumstances indicating direction and control by the digital labour platform are established.”

The Director of Social Insurance Services in the Greek Government is responsible for handling possible employment misclassification cases in the platform economy, with workers and their representatives either taking cases to the Director or the Director pursuing them directly. The Director will issue guidelines to platforms and workers on effective compliance with the presumption.

The new presumption of employment will apply from 3 December 2026 onwards.

The  Law on the Regulation of Working Conditions for Platform Workers of 2026 relates to algorithmic management rights, collective information and consultation, and health and safety issues. The safety measures include the need for platforms to provide alerts about adverse weather conditions and road hazards.

A report also needs to be issued to the Labour Advisory Board on an annual basis on the progress in encouraging collective bargaining in the platform economy.

The bills are expected to proceed to the Council of Ministers for approval and subsequently be submitted to the House of Representatives.
