The initiative began with a one-year pilot agreement between the Danish trade union 3F and Hilfr, a Danish platform offering home cleaning services. At the time the agreement was signed, Hilfr had approximately 450 workers and 1,700 clients.
The pilot agreement covered pensions, sick pay, paid leave, and collectively agreed wages.
At the start of their collaboration with the platform, the domestic cleaners (or “Hilfrs” in the platform’s terminology) were all considered independent contractors. According to the agreement, after 100 hours of work for the platform, they automatically acquired employee status—becoming Super-Hilfrs—unless they explicitly requested to remain independent.
The agreement was renewed monthly. Simultaneously, 3F conducted a survey of a group of Hilfr workers. The study led to the initiation of negotiations for a new agreement. In the spring of 2020, negotiations with the Confederation of Danish Industry (CDI), of which Hilfr is a member, were still ongoing.
